FREEPORT, IL — Highlights from the June 2, 2025 Freeport City Council meeting include seven property demolitions, the first project steps for Well #12 and more.
Seven Properties to be Demolished
The demolition and asbestos abatement of seven properties was approved by council through the funding of the IHDA Strong Communities Program Grant and the DCEO Flood Mitigation Grant. Kleckner Excavating will perform all seven demolitions.

Well #12 to be Completed by Multiple Firms
Through a bidding process, the City has selected three firms to complete the four essential projects that will culminate in Well #12 near the South entrance of Krape Park. Peerless Well and Pump will complete the projects for the Test Well and Production Well 12. IHC Construction Companies will construct Well House 12 and the additional 7-acre site work. Lastly, Kelsey Excavating, Inc. will perform the necessary water and sewer main connections. The total cost of the Well and Well House #12 project is $26,969,516.
Each of these individual projects is related to the installation of a new 1,300-foot-deep production water well and treatment facility for the low zone of Freeport. The low zone is the largest area of Freeport and serves 65% of the city. These Production Well infrastructure projects were targeted and identified originally in the 2017 comprehensive infrastructure upgrade plans when PFAS was originally detected by random USEPA testing. Freeport was one of the first 500 communities in the country to be detected and many cities across the nation are dealing with the same issues of which Freeport has been able to greatly improve.
Other News
Culver’s entered into a Redevelopment Agreement with the City after Council approved for the fast-food restaurant located along South Street and Dirck Drive to expand their parking lot to the North. Culver’s has stated they will expand the lot to improve the drive-thru line and overall space of the area.
